On January 26, 2018, although it was snowing heavily outside, happiness, laughter, harmony and warmth filled Seagull Hotel Jinshan-Shanghai, with guests and friends coming from different parts of China at the invitation of SPA and German Industry and Commerce Greater China. Through careful preparations and full negotiations between German Industry and Commerce Greater China and SPA, the Unveiling Ceremony of AHK Sino-German Chemical Vocational Training Base was held. The base is located in SPA, symbolizing the landmark achievement that has been made in the field of vocational education cooperation of SPA and German Industry and Commerce Greater China and a new chapter of SPA's international cooperation.
I. Carrying out the Spirit of the 19th National Congress & Fulfilling Industry-Education Integration and School-Enterprise Cooperation
At 9:30 a.m., accompanied by joyful background music, the leaders and guests invited to attend the ceremony went into the hall. At around 10 a.m., the unveiling ceremony was held officially. Se Yunfeng, deputy director of Talent Exchange Center of Ministry of Industry and Information Technology, P.R.C., Guo Weilu, deputy director of Shanghai Municipal Education Commission, Zhao Ning, chief of Vocational Education of Shanghai Municipal Education Commission, Zhang Chun, general manager of Shanghai Chemical Industry Development Co., Ltd., Gu Hongwei, director of Shanghai Jinshan Education Bureau, Wilhelm Dittich, director of Recruitment, Training & Vocational Training of German Industry and Commerce Greater China, Chen Liwei, deputy director of Recruitment Training & Vocational Training of German Industry and Commerce Greater China and other guests and friends from schools, enterprises and industries, together with Gao Ju, principal of SPA, Lin Guoxin, Party secretary of SPA, and other department leaders of SPA, attended the ceremony.
Gao Ju, principal of SPA, expressed his warm welcome to the leaders and guests. He mentioned that "New Era, New Mission, New Thought, New Voyage" emerging after the 19th National Congress and the transformation of economic society call for new high-quality technical personnel cultivated by vocational education with a wider international vision. Meanwhile, a lot of systems and policies have been made by educational departments of various levels in the field of industry-education integration & school-enterprise cooperation of vocational education. It was under such background that SPA and German Industry and Commerce Greater China decided to establish AHK Sino-German Chemical Vocational Training Base after years' communications and contacts, which aimed to promote Sino-German vocational education cooperation, to satisfy the desire for high-quality vocational education, to adjust the demands of high-quality labor and technical personnel catering to the needs of enterprises, to create SPA vocational education characteristic brand, and to serve the development of regional economy. Meanwhile, Gao Ju promised that with the leadership and support of higher-level departments, SPA will cooperate with enterprise partners, march straight forward steadily, and embark on a new SPA vocational education journey with great innovation.
II. Sino-German Dual Vocational Education Accelerating Chemical Vocational Training Standardization
AHK Sino-German Chemical Vocational Training Base is the first Chinese AHK Professional Vocational Training Base with the support of SPA. The base is guided by AHK Sino-German Chemical Program Construction Steering Committee and AHK (China) Chemical Examination Committee. It is the cradle of localization standards of the AHK chemical operators with the joint cooperation and construction of SPA, cross-enterprise chemical training centers and globally well-known chemical enterprises. In the AHK Sino-German Chemical Vocational Training Base, students can receive relevant academic certificates recognized by Chinese government and German Vocational Qualification Certificate issued by German Industry and Commerce Greater China by attending the education of vocational schools, taking the vocational skills training of enterprises and finally passing the exams organized by vocational schools and AHK (China) Chemical Examination Committee. They will become high-quality and high-level talents with an international vision.
AHK (China) Chemical Professional Construction Steering Committee, which comprises chemical experts, engineers, senior managing personnel, experienced teachers and teaching management staff voluntarily. Their responsibilities are listed as follows: 1. Organizing strategic study on construction of majors & reform development; putting forward talent cultivation goals and talent cultivation modules; putting forward suggestions, ideas or plans on majors setting and adjustment; 2. Giving guidance on setting and amending professional teaching plans; drawing up professional curriculum and practical courses; adjusting the structure of courses; 3. Guiding and assisting the construction of experimental training bases inside and outside school; actively providing training space; recommending and inviting advanced engineers to give lectures to teachers and students of SPA; actively delivering lectures and guidance on science and technology information; coordinating industry-education integration & school-enterprise cooperation; 4. Providing employment information and guidance to graduates; 5. Studying the important issues appearing in the process of technical personnel cultivation and finding out the solutions to them.
At 2017 German Industry and Commerce Greater China Vocational Educational Annual Conference, which was held after the unveiling ceremony, the experts from German Industry and Commerce Greater China, AHK Sino-German Dual System Vocational Education Association and SPA conducted discussions and seminars on the issues of China vocational training international school-running methods. Some experts put forward advice on talent cultivation of Germany's Industry 4.0 and Made in China 2025, some analyzed the development of enterprises and international talent cultivation, while others studied the educational module of AHK local chemical operators. At the same time, how both sides can prepare for the chemical professional talent reserve for the Belt and Road Initiative is also a hotspot at the conference.
After the annual conference, experts visited Shanghai Chemical Industry Park and AHK Sino-German Chemical Vocational Training Base. The Chemical Vocational Training Base with international standards provides the vocational students with the same actual plant training environment and atmosphere to enable them to be familiar with the plant conditions as early as possible, to accomplish the seamless connection of graduation and employment, and to provide training service for pre-service and post-service training & intermediate and advanced skills training. All these contribute to the seamless combination of school and enterprises.
