Since the cooperation with Bayer, Germany, our school has made great efforts to deepen production-education integration and school-enterprise cooperation to promote the international cooperation. Our school has experienced four phases of development — 'Initiative', 'Blueprint', 'Propulsion' and 'Navigation' — and has made more and more prominent achievements through over twenty years' transformation and innovation, which has greatly improved the training quality of personnel, enhanced the school image and social reputation of our school and received prestige from all walks of life in the society.
(Ⅰ) Initiative (2002 - 2008) — Cooperate with Bayer and Try out Short Training of 'German Dual System Technician'.
1. Cooperate with Bayer by jointly establishing school-enterprise training center and developing order-oriented cultivation of personnel, symbolizing the beginning of school-enterprise cooperation.
Bayer, whose headquarters are located in Germany, is an international chemical and pharmaceutical group which is based on independent research and development. It has a history of nearly 160 years and involves 4 business domains — medical care, agriculture, polymer and chemicals. Since Bayer signed a comprehensive cooperation agreement with Ministry of Chemical Industry of China in 1993, Bayer has set up several subsidiary companies in China. In 2001, Bayer entered a new era of investment and development in China. On November 2, 2001, Bayer held the Foundation Laying Ceremony of Integration Production Base in SCIP of Shanghai in which Bayer invested more than three billion dollars and the Opening Ceremony of Bayer Shanghai Polymer Research and Development Center. German Chancellor, Chinese Premier, Mr. Huang Ju, then Secretary of Municipal Party Committee of CPC and Mr. Xu Kuangdi, then Mayor of Shanghai, were all invited to attend the ceremony.
In June, 2002, through several rounds of sincere negotiation with Bayer (Greater China) Co., Ltd., our school held the Signing Ceremony of the Ten-Year Cooperation Agreement with Bayer & the Unveiling Ceremony of Bayer (China) Training Base to be located in our school, symbolizing the new chapter of our school's school-enterprise cooperation. According to the agreement, two projects among the first batch were carried out — 'Bayer Training Base' and 'Bayer Class'. The Bayer Training Base was established in our school, consisting of Pilot Plant, Pipeline Installation Workshop & Chemical Laboratory. Both sides invested nearly 20 million RMB, including one million Euros invested by Bayer, to purchase sets of equipment. Our school bore the construction expenses of infrastructure of the base. Bayer Class was set up in our school, which aimed to provide the technicians needed by Bayer in SCIP for a long time. From March, 2002, the Headquarters of Bayer Germany especially appointed a vocational training expert to take charge of the implementation of the two projects. Bayer Training Base was completed and put into use in October, 2003. In 2008, there appeared new forms and contents in the cooperation. The Signing Ceremony of Bayer Cup Students' Vocational Skills Competition was held. Through sincere negotiation, both sides decided to jointly hold Bayer Cup Students' Vocational Skills Competition for the following over ten consecutive years. Bayer provided rewards worth 50,000 RMB for the competition each year.
2. Combine with EBG and try out short training of 'German Dual System Technician'.
Since 2004, our school began to negotiate with EBG on the issues of vocational education training cooperation. In February, 2005, our school signed the letter of intent about the vocational education cooperation with Dr. Beckmann, President of EBG. In November, 2006, both sides signed a cooperation agreement of 'Numerical Control Short Training Class'. At the beginning of 2007, according to the agreement, two teachers from our school were chosen to go to Germany to receive 2-month numerical control training. On March, 20, 2007, the first Numerical Control Technology Training Class was set up and in June, after strict training provided by experts from German and our school, 27 out of the 28 trainees passed the assessment and received the Technician Certificate issued by German side.
(Ⅱ) Blueprint (2009 - 2014) — Learn from BBZ and Explore International Standards of Personnel Cultivation through 8 Core Subjects.
1. Improve the international standards of personnel cultivation by introducing German Dual System with the help and support from many sides.
In 2010, as a result of full consultations, Shanghai Chemical Industry Association, Lise-Meitner, BBZ, Northeastern German Chemical Industries Employers' Union and our school signed an 'Integrated Cooperation Agreement of Vocational Training on Sino-German Nature & Technology' in the multi-function hall of our school, marking the beginning of international cooperation among those involved. On October, 30, 2010, our school sent Ms. Yan Xiaoli and Ms. Kong Hui from the Chemical Engineering Department of our school to visit Berlin, Germany. On March, 19, 2011, Dr. Thomas Steinbrecher and Dr. Franke Schelhase from BBZ paid a 2-week visit to our school at the invitation of our school. On May 6, 2011, two students from 081 Evonik Class, Wu Yichen and Wei Cong, were sent to Germany to receive two months' exchange and study.
In 2012, the implementation plan of Chemical Technology involving 8 core subjects was made jointly. On June 6, 2013, ten core teachers majoring in core subjects of our school were sent to Lise-Meitner and BBZ to receive one-month training and exchange on the specific implementation of curriculum and methodology, which laid a solid foundation for training international chemical technicians in our school.
Teachers from Germany and China finally focused on and fixed the teaching objectives and contents of 8 core subjects of 'Chemical Operator' training through careful discussion and consultancy, which not only highlighted German teaching philosophy standards but also reflected China's specific situation. The 8 core subjects were listed as follows: Vocational General Education, Chemical Basis & Analysis and Detection, Basic Process Operation, Measurement Technique, Installation Technique, Thermal Separation Technique, Controlling — Regulating Technique, Chemical Equipment Operation.
2. Train international technical personnel for the World Chemical Giant BASF by implementing 8 core subjects.
On September 24, 2014, eight experts from the world chemical giant BASF and BBZ came to our school to negotiate details of cooperation. Mr. Lars Reichmann, Deputy President of BASF Global in charge of Human Resources of Greater China, mentioned that BBZ was the core of German Dual System in Northeastern Germany and also a strategic partner providing human resources and training for BASF for a long time. He added that after many years' cooperation and exchanges, BBZ and our school had won trust from each other. He sincerely hoped that BBZ and our school would deepen cooperation, jointly develop the standards of Chemical Operator involving 8 core subjects with international standards, continue the order-oriented personnel cultivation and provide excellent technical personnel urgently needed by the enterprises.
(Ⅲ) Propulsion (2015 - 2017) — Cooperate with German Vocational Institute Directly and Develop the Implementation Plan of Localization of Dual Training.
1. Reach philosophy consensus through field trips and pioneer in curriculum training.
In October, 2015, to promote the development of our school's international cooperation and improve the professional strength, German experts visited our school after rounds of negotiation and discussion. Mr. Lin Guoxin, Vice Principal of our school, Mr. Huang Hanjun, Vice Principal of our school, Mr. Shen Chenyang from the Chemical Engineering Department, Mr. Xu Weidong from the Electromechanical Department and some other teacher representatives attended the meeting. When they visited the Numerical Control, Electromechanical and Chemical Engineering Training Centers in the south campus of our school, they were greatly impressed by the advanced equipment. They were firmly convinced that the school would have greater professional development in the future. After visiting the Chemical Engineering Training Building, two experts expressed the same wish that they were willing to cooperate with the school by bringing the school's superiority into full play because they both thought there were few vocational schools which could challenge the school that owns such large scale training base and high-end training equipment.
From November 9 to November 13, 2015, Mr. Wu Caijun, Mr. Sun Song, Ms. Yu Jie from the Electromechanical Department of our school and Mr. Liao Zhijun from the Chemical Engineering Department of our school attended the training of implementation of the international curriculum of electromechanical integration organized German Education Institute. German and Chinese experts and core teachers from more than 10 secondary or higher vocational schools attended the seminar, through which all the teachers from our school had a deeper understanding of the philosophy of Dual System and learned a lot from teachers of other schools.
The training was conducted by Prof. Bernd Ott, who is the chief professor of the Department of Mechanical Engineering at Technische Universitat Dortmund and also a prestigious expert in the field of German electromechanical technology teaching. He is not only an expert at developing teaching ability-oriented courses but also an invited training consultant of some famous enterprises, such as German Volkswagen and Daimler AG.
From November 23 to November 27, 2015, teachers from our school attended Dual System Examiner Training. The training which emphasized German Dual System Vocational Qualification Assessment was delivered by two senior examiners from German. Nearly 80 professional teachers from different schools and institutes attended the training, through which they mastered the basic principles, the process of plan and organization, methods, tools, materials, evaluation standards and other important principles of German Dual System Vocational Profession Qualification Assessment. The training greatly helped schools and enterprises which participated in the cooperation of German Dual Vocational Education Cooperation to carry out the German Dual System Vocational Profession Qualification Assessment practically.
On January 11, 2016, at the invitation of our school, Mr. Liu Yuehong, President of Suzhou Chien-Shiung Institute of Technology who is also in charge of the promotion of Dual System Vocational Education Base, came to our school to deliver wonderful and diverse training which was aimed at the development of dual system teaching plan to leading and core teachers from Chemical Technology, Electromechanical, Numerical Control Departments of our school. The training involved the localization of German Dual System, Curriculum Design of Dual System Project and the Development of Curriculum Resources of Dual System Project. By attending the training, all the teachers were greatly enlightened. To improve the teaching quality of the vocational education, they found out the more ideal model: 'Implementation of Localization of Dual System' and 'Three Stages Model' which was made up of 'School Learning + Training Center Practice + Enterprise Practice'. The training centers mentioned here should be the training organizations which were relatively independent and equipped with specialized qualified trainers with excellent professional skills and production experience.
2. Start international cooperation of professional construction officially by signing cooperation agreement with German Education Institute.
On July 13, 2016, to introduce the advanced German Dual System Vocational Education Model and to train high-end and high-quality professional technical personnel with international qualification certificates, our school and German Education Institure held the Signing & Opening Ceremony of the Implementation of Faculty Training of the German Dual System Localization in the multi-function hall of our school. Mr. Wilhelm Dittrich, Director of the Training Department of Shanghai Delegation of German Education Institute, Ms. Chen Liwei, Deputy Director of the Vocational Education, Mr. Yue Xiangyang, Director of Sino-German Faculty Training Base of Suzhou Chien-Shiung Institute of Technology, Mr. Lin Guoxin, Vice Principal of our school, Mr. Gao Ju, Vice Principal of our school, Mr. Huang Hanjun, Vice Principal of our school, and other leaders of our school, attended the Signing & Opening Ceremony.
From July 11 to July 17, 2016, with the coming of Sino-German Signing Ceremony, our school organized the Faculty Training of the Implementation of Localization of German Dual System Program. The training was hosted by Suzhou Chien-Shiung Institute of Technology and the training courses were delivered by Mr. Liu Hongyue, General Manager of Sino-German Training Center of Suzhou Chien-Shiung Institute of Technology, Mr. Yue Xiangyang, Director of Sino-German Faculty Training Base of Suzhou Chien-Shiung Institute of Technology and Mr. Wu Min, Director of the Electromechanical Department of Shanghai Electronic Industry School. The training involved 3 parts: the general knowledge of German Dual System localization, the development of the systematic plan of the Dual System, and the training of the management quality of the Dual System.
Take Chemical Engineering Department for example. Through the 2016 Summer Dual System Faculty Training, eleven teachers (Ms. Shen Duan, Ms. Hu Dijun, Ms, Song Zhengfang, Ms. Zhang Haixia, Mr. Liao Zhijun, Mr. Ye Guoqing, Mr. Gao Wenjie, Ms. Shen Jiaru, Mr. Shen Chenyang, Mr. Wang Zhengqi and Mr. Lin Chaohui) received the Vocational Education Dual System Faculty Qualification Training Certificate, Vocational Education Dual System Localization Plan (Chemical Technologist) Faculty Training Certificate and Dual System Vocational Education Management of Faculty Training Certificate.
3. Complete the implementation plan of German Dual System international certificate (Chemical Technology) localization with high quality through elaborate preparations.
On February 22, 2017, in order to deepen the promotion of international standards of profession construction of our school and implementation of the pilot work of 'Modern Apprentice', Mr. Wilhelm Dittrich, Director of Vocational Education of Gernab and Ms. Chen Liwei, Deputy Director of Vocational Education of German came to our school to discuss the contents and ways of cooperation in details and consult the issues of innovating the development and new ways of localization of German Dual System Vocational Education Model in our school. Mr. Gao Ju, Principal of our school, Mr. Huang Hanjun, Vice Principal, leaders and core teachers from Chemical Engineering, Electromechanical and Economics & Trade Departments attended the meeting.
Our school and German side have explored new strategy of implementation of 'Modern Apprentice', the contents & the ways of further cooperation and new methods of localization of German Dual System Vocational Education Model in our school by introducing German Dual System International Vocational Qualification Certificate comprehensively.
On the morning of June 13, 2017, Ms. Britta Buschfeld, Director of Shanghai Delegation of German Institute and Ms. Chen Liwei, Deputy Director of Shanghai Delegation of German Institute, Mr. Yue Xiangyang, Director of Sino-German Faculty Training Base of Suzhou Chien-Shiung Institute of Technology, Mr. Xu Shuo, Professor from Shanghai Tongji University, Mr. Wu Min, Director of the Electromechanical Department of Shanghai Electronic Industry School visited our school to push the Dual System Education Reform forward. Mr. Gao Ju, Principal of our school, Mr. Huang Hanjun, Vice Principal, department leaders and core teachers from Electromechanical Department, attended the meeting in the meeting room of the Administrative Building of our school.
Ms. Hu Dijun, core teacher from Electromechanical Department, reported in detail the achievements which had been made in the process of developing German Dual System Electromechanical Integration including the preparations such as surveys, training, seminars, methods and initial results in every stage to the experts and leaders at the meeting. The efforts that the school had made for the reform and construction of Dual System Education won approval and recognition from German side, which laid the solid foundation for the authorization and authentication of Dual System Assessment in the school, marking the crucial breakthrough of the school's Dual System Education Reform. With deeper and further cooperation with German side, the demonstration and influence effect of the school's Dual System Education will be enlarged, providing great support of talents for Shanghai enterprises and helping accelerating the transformation of local economy.
In 2017, our school vigorously promoted German Dual System Localization Project of Chemical Technology and employed Dr. Carolin Studte to give guidance and help for the implementation of the project. With the joint efforts of all the teachers of Chemical Engineering Department, they made detailed teaching plan for the German Dual System Localization Project of Chemical Technology and set up the Talent Training Plan of Dual System (China) Chemical Technology. Through sincere negotiation between the two sides, the Unveiling Ceremony of (China) Chemical Technology Project was held at the beginning of 2017, declaring the official beginning of the implementation of German Dual System International Vocational Qualification Project.
(Ⅳ) Navigation (2018 — ) — Unveil (China) Training Base and Start 'Dual Training' Localization Practice.
On January 26, 2018, happiness and laughter filled Seagull Hotel Jinshan-Shanghai, with guests and friends coming from different parts of China at the invitation of our school. Through careful preparations and full negotiations between the two cooperative sides, the Unveiling Ceremony of Sino-German Chemical Vocational Training Base was held. The base is located in our school, symbolizing the great achievement that has been made in the field of vocational education cooperation of our school and German side and a new chapter of the school's international cooperation.
There were many leaders and guests invited to attend the Unveiling Ceremony. They are Mr. Se Yunfeng, Deputy Director of the Talent Exchange Center of the Ministry of Industry and Information Technology, Mr. Guo Weilu, Deputy Director of Shanghai Municipal Education Commission, Mr. Zhao Ning, Chief of Vocational Education of Shanghai Municipal Education Commission, Mr. Zhang Chun, General Manager of Shanghai Chemical Industry Development Co., Ltd., Mr. Gu Hongwei, Director of Shanghai Jinshan Education Bureau, Mr. Wilhelm Dittich, Director of Recruitment, Training & Vocational Training of Greater China, Ms. Chen Liwei, Deputy Director of Recruitment Training & Vocational Training of Greater China and other guests and friends from schools, enterprises and industries. Mr. Gao Ju, Principal of our school, Mr. Lin Guoxin, Party Secretary of our school and other department leaders of the school attended the ceremony.
Sino-German Chemical Vocational Training Base is the first Chinese German Dual System Profession Vocational Training Base with the support of our school. The base is guided by Sino-German Chemical Program Construction Steering Committee and Chemical Examination Committee. It is the cradle of localization standards of the Chemical Operator with the joint cooperation and construction of the school, cross-enterprise chemical training centers and global well-known chemical enterprises. In the Sino-German Chemical Vocational Training Base, students can receive relevant academic certificates recognized by Chinese government and German Vocational Qualification Certificate by attending the education of vocational schools, taking the vocational skills training of enterprises and finally passing the exams organized by vocational schools and Chemical Examination Committee. They will become the high-quality and high-level talents with an international vision.
The first-class German Chemical Professional Dual System Training Model has been introduced in the base. It is not only for the school's implementing Dual System Chemical Operator Localization Standards but also for Sino-German promotion of Dual System Chemical Operator Localization Standards. The base will play a leading and influential role in pre-service education, help accelerate the course development of Chemical Technology, resource development, faculty training, etc. and will accomplish the implementation of the localization of Dual Training model. In the post-service education, the base focuses on on-the-job training for employees of chemical industries and social personnel to improve their technical skills and morality with the help of Dual System Vocational Qualification System.
