On the morning of June 4, 2019, in order to fully exert the role of vocational education effectively and directly serving economic and social development, make complementary advantages between vocational education and economy, and enhance overall strength, after one year's preparation, the founding ceremony of Shaoxing Chemical Vocational Education Group was successfully held in Shaoxing Secondary Technical School. Xiao Lisheng, deputy director of Shaoxing Education Bureau, Sheng Xihong, director of vocational education department of Shaoxing Education Bureau, Shang Feipeng, deputy director of vocational education department of Shaoxing Education Bureau, and representatives from fifteen secondary or higher vocational schools and enterprises were invited to attend the ceremony. At the invitation of Shao Guocheng, principal of Shaoxing Secondary Technical School, Gao Ju, principal of Shanghai Petrochemical Academy, attended the founding ceremony.
Yu Fang, vice principal of Shaoxing Secondary Technical School, introduced the founding background and the visitors present. Gu Yiming, CPC Party secretary of Shaoxing Secondary Technical School, delivered a welcome speech. He introduced the basic information and key majors of the school. After many years' reform and development, Shaoxing Secondary Technical School has been transmitted into a modern vocational school in which students can choose multi-channel further study or multi-platform further employment.
The leaders and guests deliberated and passed the first organization of Shaoxing Chemical Vocational Education Group: Shaoxing Secondary Technical School serving as the chairman unit, Shanghai Petrochemical Academy and other four enterprises or schools serving as the vice chairman units; German AHK and Chinese Chemical Vocational Education serving as the counseling unit. The meeting also deliberated and passed nine units as the governing units. At the meeting, the first Professional Steering Committee was established, which consisted of eight members. Gao Ju, principal of Shanghai Petrochemical Academy, was appointed as one of the eight members of the steering committee. Yu Fang announced the official establishment of Shaoxing Chemical Vocational Education Group. Member units signed the agreement one by one.
Shao Guocheng, board chairman of the group and principal of Shaoxing Secondary Technical School, extended sincere congratulations on the founding of the group and expressed his heartfelt thanks to the enterprises which have been devoted to the development of the school. On behalf of Shaoxing Secondary Technical School, Shao Guocheng promised to further enhance industry-education combination and modern apprenticeship training model, set up new-style school-enterprise cooperation training base, deepen school-enterprise cooperation, make full use of various resources inside and outside the school, reinforce the communication and cooperation with brother schools and cooperative enterprises, accelerate the process of dual talent cultivation, explore new ways and new models, make complementary advantages to achieve common development, and establish top brands to serve Shaoxing.
Xiao Lisheng, deputy director of Shaoxing Education Bureau, noted that the newly-established Shaoxing Chemical Vocational Education Group should have clear position of its development and clear understanding of its prominent obligations, coordinate specialty setup and enterprise resources, innovate operating system, reinforce organization guarantee and strive to be a new education combination suited to regional economical development.
Then, the first board meeting of Shaoxing Chemical Vocational Education Group was held. At the board meeting, Gao Ju, the standing member of the Professional Steering Committee of Shaoxing Chemical Vocational Education Group and principal of Shanghai Petrochemical Academy, made a speech entitled as "AHK Sino-German Chemical Dual Vocational Education Project". Gao Ju introduced the dual talent cultivation from three aspects: the background of international certification, German AHK vocational education certification system and AHk Sino-German Chemical Vocational Training Base. SPA has been conforming to the needs of talents of international cooperative enterprises, introducing German AHK vocational qualification certification standards and opening up a path of training high-quality technical talents with an international vision, advanced techniques and comprehensive vocational qualities needed by modern enterprises. Shanghai Petrochemical Academy has been proactively cooperating with international renowned enterprises to implement order-oriented talent cultivation model, establishing "eight-into-one" cooperation mode, and deepening school-enterprise cooperation. Gao Ju pointed out that enterprises' satisfaction with SPA graduates is a prominent criterion of the quality of running a vocational school. By means of introducing German AHK vocational qualification certification system, the students cultivated by SPA have been warmly welcomed by enterprises, because students' overall quality has greatly improved. At present, SPA is proactively making preparations for the training of Meister group leaders and technicians to collaborate pre-vocational and post-vocational education training and to enrich the connotation of vocational education. In addition, Gao Ju introduced the operation of AHK Sino-German Chemical Vocational Training Base, which has already assisted some vocational schools to establish AHK Sino-German Chemical Vocational Training Centers. Since its founding in 2018, many secondary or higher vocational schools from all over the country have come to the base to learn from its advanced experience, which has gradually demonstrated its leading role all over the country.
Zhu Jinlin, director or the steering committee of Shaoxing Chemical Vocational Education Group and vice president of Zhejiang Medicine Co., Ltd., made a speech themed "About Complex Talent Demand from the Aspect of Enterprise Development". Zhu Jinlin introduced the development course of Zhejiang Medicine and its talent cultivation model featuring human-oriented principle and combination of training and use. The company has been continually optimizing its training system in order to make all the employees enjoy life-long training concept, and trying to train talents with knowledge, professionalism, pursuit of "morality, intelligence and beauty of spirit".
The successful holding of Shaoxing Chemical Vocational Education Group marks a new-style cross-region, cross-enterprise and diversified vocational education model that Shaoxing vocational education has established in order to conform to economical development. This is also both a new strategy of deepening vocational education system and mode and an innovative way to explore school-enterprise cooperation. Shanghai Petrochemical Academy, as the only cross-region vice chairman unit of Shaoxing Chemical Vocational Education Group, will further explore its channel of cooperation and communication with schools and enterprises outside its area, make full use of respective vocational education resources and give full play to the best efficiency of AHk Sino-German Chemical Vocational Training Base.
