On the morning of March 19, a six-member team led by Gao Ju, principal of Shanghai Petrochemical Academy and Huang Hanjun, vice principal of Shanghai Petrochemical Academy went to Jinshan Emergency Management Bureau to discuss cooperation on skills improvement action plan in high-risk industry field. Xu Feng, director of Jinshan Emergency Management Bureau, Miao Yong, deputy director of Jinshan Emergency Management Bureau, Jiang Weizhong, deputy director of Jinshan Emergency Management Bureau, warmly met with the visitors.
On behalf of Jinshan Emergency Management Bureau, Xu Feng extended thanks for Gao’s coming and the efforts both sides have made for the cooperation. Xu Feng noted that there are three priorities now: combing the existing problems and find out the solutions to promote vocational skills training; cooperating with Shanghai Petrochemical Academy to co-organize the skills competition to be held in June which represents safe production demonstration month; exploiting the advantages of training facilities and faculty of SPA to perfect the Emergency Management Bureau Business Skills Training Plan. On basis of the characteristics of Jinshan chemical industry, Xu Feng put forward the overall requirements for carrying out cooperation: grasping the golden chance of skills improvement in high-risk industry field which is issued by the Emergency Management Ministry, focusing on the implementation of subject responsibility, making full use of Jinshan premium vocational education, giving full play to Jinshan chemical industry resources, filling up the shortage of skills of technical personnel, establishing and optimizing scientific and complete vocational educational mechanism, further promoting high-quality and safe development of Jinshan high-risk industry and jointly establishing international first-class vocational education system.
On behalf of Shanghai Petrochemical Academy, Gao Ju congratulated Jinshan Emergency Management Bureau on its 1st anniversary of founding. With “Being steadfast to interpret loyalty, being safe to serve development” as its aim, Jinshan Emergency Management Bureau has contributed greatly to Jinshan safe production. Gao Ju added that through several rounds of negotiation and communication, both sides have made concrete preparatory work for the following cooperation. In order to establish emergency management training framework and system with Jinshan characteristics, he suggested that they should combine the Chinese emergency management standards with the disaster emergency management modules of German Industry and Commerce Greater China to conform to international advanced standards and to proactively create the training model of Shanghai Emergency Management in Yangtze River Delta.
Miao Yong interpreted the 3-Year Action Plan of Jinshan High-risk Chemical Industry Safety Skills Improvement Work. According to the requirements of the State Council, it is expected to have definite and clear target and mission, rely on the training base and outstanding faculty of SPA to precisely carry out safety skills improvement training, strictly implement the skills training for new employees, organize team leaders safety skills improvement special training, strengthen exams for special operations personnel safety skills training, and largely boost safety skills of Jinshan chemical workers. Miao Yong pointed out that Internet+ should be made full use of to optimize the set-up of courses, to carry out on-line and off-line teaching, to construct learning bank for each trainee, to help foster training venues inside companies, and to finally form a training and certification base which is centered on Shanghai Petrochemical Academy and influences the Yangtze River Delta.
Huang Hanjun said that the core of the training system lies in the training standards. Precise target is the priority when laying out training plan. Only by designing tailored curriculum system, setting up assessment criteria and question database, organizing safety skills training and appraisals, issuing certificates strictly can safety skills training base be reinforced and safety skills training quality be improved.
Qi Jianjun, director of Law Publicity Section of Jinshan Emergency Management Bureau and Hu Dijun, professional leader of Chemical Engineering Department of Shanghai Petrochemical Academy, jointly reported chemical thematic training for administrative law enforcement officers in Jinshan hazardous industries and safety skills competition plan for employees of Jinshan hazardous industries, emphasizing training module setup, training methods, training time and training phases, etc. Leaders from both sides carefully discussed the plans and put forward constructive proposals.
This seminar closely focuses on the following major tasks. Both sides reached consensus and set a clearer direction for establishing “school-enterprise cooperation, education-production integration” new vocational skills training system, beefing up high-quality and safe development of Jinshan companies, and building a safer and more stable environment. Both sides agreed to strengthen cooperation on establishing emergency management training and certification center. Relevant leaders from Administration Office, Law Publicity Section, Hazardous Chemicals Section, and Coordination Section of Jinshan Emergency Management Bureau and teachers from Administration Office, Training Center, Academic Affairs Department and Chemical Engineering Department of Shanghai Petrochemical Academy participated in the seminar.
