On the morning of April 1, a 4-member group led by Miao Yong, deputy director of Jinshan Emergency Management Bureau, Qi Jianjun, director of Law Publicity Section of Jinshan Emergency Management Bureau and Zhang Junsheng, director of Hazardous Chemicals Section of Jinshan Emergency Management Bureau visited Shanghai Petrochemical Academy to discuss the implementation of Action Plan of Jinshan High-risk Chemical Industry Safety Skills Improvement and the 1st Jinshan Hazardous Chemical Industry Skills Competition. Huang Hanjun, vice principal of Shanghai Petrochemical Academy, met with the visitors warmly.
Huang hanjun noted that according to the relevant requirements of Action Plan of High-risk Chemical Industry Safety Skills Improvement, Shanghai Petrochemical Academy has designed the training modules of Jinshan high-risk chemical industry safety skills improvement. Based on different posts of high-risk chemical industry employees, fundamental skills training, first-line operators’ skills improvement training and first-line managing personnel’s capability improvement training will be implemented. Focusing on improving employees’ skills level and service regulations, Shanghai Petrochemical Academy will clarify training targets and duration, assessment and examination, issuance of certificates, etc. On-line learning and off-line tutoring will be integrated in theoretical education according to trainees’ actual situation. Huang Hanjun emphasized that in order to substantially boost the skills of high-risk chemical employees, safety and standardization are priorities. Only if safety becomes one’s awareness and habit can promoting safety skills be achieved.
Miao Yong put forward some proposals on courses setup, training materials, training methods and certificates. Through heated discussion, both sides reached a consensus. Jinshan Emergency Management Bureau will collect the relevant information of trainees including age, educational background, obtained certificates as soon as possible to provide targeted and feasible theoretical and practical training for them. Meanwhile, Jinshan Emergency Management Bureau will also proactively assis SPA to arrange enterprise field inspections, which not only help teachers to well understand equipment, technique and training demands of enterprises but also lay a solid foundation for the coming training.
In addition, the meeting also deliberated and passed the technical plan of 2020 Jinshan Hazardous Chemical Industry Skills Competition——the 1st Jinshan Hazardous Chemical Industry Vocational Skills Competition. Personnel from Law Publicity Section, Hazardous Chemicals Section of Jinshan Emergency Management Bureau and the General Administration Office, Academic Affairs Office and Chemical Engineering Department of Shanghai Petrochemical Academy took part in the meeting.
