On Oct. 10, in order to further carry out and implement the spirit of 《National Vocational Education Reform Implementation Plan》, 《Implementation Opinions on Safety Skills Improvement Action Plan in Hazardous Chemicals Industry》, 《High-quality Development Action Plan of Shanghai Vocational Education（2019-2022）》 and 《Three-year Action Plan of Shanghai Safe Production》, Shanghai Safety Skills Comprehensive Practical Training Demonstration Base and Shanghai Safe Production Qualification Test (Hazardous Chemicals) Test Center was unveiled in Shanghai Petrochemical Academy. This is the first Safety Skills Comprehensive Practical Training Demonstration Base in Shanghai, which is aimed to improve the safety quality of employees in highly hazardous chemicals industry and contribute to the continuous improvement of safe production of the hazardous chemicals industry in the district.
Shen Weizhong, deputy director of Shanghai Emergency Management Bureau, Zhang Quanquan, deputy district chief of Jinshan, He Dongbin, deputy district chief of Jinshan, Qian Yeqiu, Party secretary and director of Jiaxing Emergency Management Bureau, Qian Yongbiao, deputy mayor of Pinghu, Chen Liwei, deputy director of vocational education of German Industry and Commerce Greater China, Shen Lei, director of the Skill Testing Center of Chemical Industry and other distinguished guests attended the unveiling ceremony.
Shen Weizhong noted in his remarks that it is of great significance that Jinshan set up safety skills practical training and special operation practical test demonstration base which influences other districts and has a leading role. It is expected that Jinshan will further fill the demand of skilled personnel of the hazardous chemicals industry to support chemical industry development in the northern part of Hangzhou Bay. In the meantime, Jinshan needs to reinforce the construction of the demonstration base in a political position of proactively influencing the Yangtze River Delta and serving the whole nation. Shen Weizhong pointed out that it is crucial to continually advance the strategy of production-education collaboration between chemical industry parks and vocational schools, jointly build vocational schools with features of safe production and lay a solid foundation for improving safety quality of employees in the hazardous chemicals industry.
He Dongbin stressed in his remarks that Jinshan should actively focus on safe and high-quality development of chemical industry in the northern part of Hangzhou Bay and strive to pool premium training resources of Shanghai hazardous chemicals safety skills together into Jinshan. Taking leading Shanghai Petrochemical Academy to foster knowledgeable, technological and innovative high-quality industrial workers as its own responsibility, Jinshan is anticipated to strive for a national safety skills training demonstration base and to jointly polish the name card of Shanghai Petrochemical Academy.
On behalf of Pinghu City, Zhejiang Province, Qian Yongbiao noted in his remarks that Jinshan, Jia Xing and Pinghu have consolidated overall safety philosophy and achieved remarkable accomplishments by establishing adjacent Party building cooperation, breaking regional barriers and carrying out multidimensional and multilevel collaboration in the fields of safe production, emergency management and disaster prevention, elimination and relief. It is believed that the construction of Shanghai Safety Skills Comprehensive Practical Training Demonstration Base and Shanghai Safe Production Qualification Test (Hazardous Chemicals) Test Center will definitely create more cooperation in ramping up the improvement of safety skills of employees in hazardous chemicals industry and strengthening the safety supervision and management of hazardous chemicals industry, which will provide strong guarantee for the safe and healthy development of hazardous chemicals industry in the region.
Lin Guoxin, Party secretary of Shanghai Petrochemical Academy, extended thanks to superior municipal and district administrative departments and all sectors of society for the strong support for the development of vocational education and Shanghai Petrochemical Academy. Lin Guoxin introduced the preparatory work including designing localized training plan, training hardware and teaching team. He pledged that Shanghai Petrochemical Academy will go all out to substantially advance the service capability of vocational education for economic development.

The successful unveiling of Shanghai Safety Skills Comprehensive Practical Training Demonstration Base marks Jinshan district and Shanghai at large have made breakthroughs in practically implementing the spirit of 《National Vocational Education Reform Implementation Plan》,《High-quality Development Action Plan of Shanghai Vocational Education（2019-2022）》 and shouldering the legitimate duty of carrying out education with academic qualifications and providing training for enterprise in parallel in vocational schools. This also symbolizes that Jinshan has implemented the spirit of 《Implementation Opinions on Safety Skills Improvement Action Plan in Hazardous Chemicals Industry》 and 《Three-year Action Plan of Shanghai Safe Production》, carried out the development strategy of “two areas one fortress” of Jinshan and made advancement in intensifying chemical employees’ skills improvement training, consolidating safe production foundation and reinforcing safe development of the chemical industry. The unveiling also opens up a new chapter in creating a leading and influential Safety Skills Comprehensive Practical Training Demonstration Base and Safe Production Qualification Test Center, setting up a collaborative platform for the development of vocational education and social economy, beefing up the integrated and high-quality development of the Yangtze River Delta.
Prior to the ceremony, all the leaders and guests visited Shanghai Safety Skills Comprehensive Practical Training Demonstration Base and Shanghai Safe Production Qualification Test (Hazardous Chemicals) Test Center. With “Building First-rate Training Base, Cultivating First-rate Chemical Employees” as its goal, the base provides online and offline training integrating theory and practice, standardization and individuation, which can fulfill the needs of various sorts of hazardous chemicals safety skills training and testing.
Leaders from Jinshan District People’s Government, Shanghai Emergency Management Bureau, Shanghai Municipal Education Commission, Zhejiang Pinghu Emergency Management Bureau, Pinghu Education Bureau, Shanghai Chemical Industry Park, Shanghai Petrochemical Co., Ltd, Jinshan No. 2 Industrial Park, and leaders and teachers from Shanghai Petrochemical Academy, Pinghu Vocational Secondary School, Lianyungang Specialized Secondary School, Dongying Vocational Institute, etc., attended the unveiling ceremony.
At the unveiling ceremony, Chen Jie, deputy director of Jinshan Emergency Management Bureau, and Zhou Qiming, Party secretary and director of Pinghu Emergency Management Bureau signed “Adjacent Party Building Leading Emergency Management Linkage Development Cooperation Framework Agreement”, which is aimed to strengthen the co-construction, co-governance and co-sharing of regional emergency management and strive to accomplish the goal of improvement of emergency management level in both districts by grass-roots Party building, joint supervision, joint law enforcement, joint emergency management, information sharing, joint cultivation of talent, etc.
Gao Ju, principal of Shanghai Petrochemical Academy and Yao Yan, principal of Pinghu Vocational Secondary School signed the cooperation agreement entitled “Jointly Advancing the Construction of Dushangang Chemical Industry School affiliated to Pinghu Vocational Secondary School”, which aims at boosting the construction of Dushangang Chemical Industry School, providing support for local employment and healthy and sustainable development of hazardous chemicals industry, and contributing to the integrated and high-quality economic and social development in Yangtze River Delta.
On the same day, Jinshan hazardous chemicals industry safety skills training class kicks off at the Conference Hall of Shanghai Petrochemical Academy. Ding Xianting, director of Educational Training Division of Shanghai Emergency Management Bureau, Xu Feng, Party secretary and director of Jinshan Emergency Management Bureau, Gao Ju, principal of Shanghai Petrochemical Academy attended the opening ceremony. Legal representatives, personnel in charge of security of enterprises and trainees attended the opening ceremony.
Ding Xianting put forward specific expectations and demands for the training of employees and the development of the base. He expected that Jinshan hazardous chemicals enterprises and training organizations will join hands and form joint force to constantly strengthen the construction of the base which is rooted in Jinshan, influence the Yangtze River Delta and serve the whole nation, fully improve safety skills of employees in the hazardous chemicals industry and achieve a qualitative leap in safety inside hazardous chemicals industry at an early date with the overall goal of “Building First-rate Training Base, Cultivating First-rate Chemical Employees”.
Xu Feng put forward three specific requirements. First of all, improve political position and deepen the understanding of importance of safety skill training in hazardous chemical industry. Secondly, make clear training objectives, implement the training requirements, pay attention to the training efficiency to accomplish the task of safety skills training. Lastly, need to be self-pressurized, have a correct attitude, work hard, obey regulations and rules, try to be an outstanding hazardous chemical employee, accomplish the value of employees and the goal of healthy development of enterprises, and contribute to sound and sustainable development of enterprises, regional hazardous chemical industry and safe construction of Jinshan.
Gao Ju introduced the preparatory work of training and testing of first line operators, new employees, special operation workers, safe production management personnel and enterprises’ legal representatives in hazardous chemical enterprises. The base pledges to stick to the development goal of “Building First-rate Training Base, Cultivating First-rate Chemical Employees”, strengthen management, provide targeted service, practically boost safety of hazardous chemical industry and improve the sustainable and sound development of safe production.
Trainee representative made a speech in which he promised to study hard to lift quality, obey the regulations to ensure safety and learn knowledge and skills to reward the enterprise. Xu Jun, director of Shanghai Dongda Chemical Co., Ltd made a speech on behalf of enterprises. He stressed that they will implement the main responsibility of safety production and foster more highly-qualified employees.
After the ceremony, Shen Duan, deputy director of Chemical Engineering Department of Shanghai Petrochemical Academy gave the first speech for all trainees. According to training schedule, legal representatives or principal owners from 32 hazardous chemical enterprises, 93 new employees, team leaders, special operation workers will take the courses and tests within the specified time. After passing the assessment, they will be presented relative qualification certificates.
