In order to further strengthen the construction of talent force in the petroleum & chemical industry and summarize and deploy national petroleum & chemical industry occupational ability building work, 2021 National Petroleum & Chemical Industry Occupational Ability Building Work Conference was convened in Fuzhou, Fujian Province, from April 15, 2021 to April 17. Over 150 enterprises and institutions, vocational schools, industrial associations, cooperation partners of technical association, industrial occupational testing committees and Sino-German joint certification units attended the conference. Gao Ju, principal of Shanghai Petrochemical Academy, was invited to deliver a report.
At the conference, Zeng Jian, Consultant of China Petroleum & Chemical Industry Federation, Shen Lei, Director of Occupational Skill Testing Authority of Chemical Industry (CIOSTA) and Chen Lixiang, Vice President of China Vocational and Technical Education Association made keynote reports titled "Establish High-caliber Technical Personnel Team & Promote Petroleum and Chemical Industry High-quality Development", "New Stage; New Pattern; New Task" and "Skill Improvement in Production-Education Integration" respectively. These reports focus on the new development of appraisal work of technical talent in Petroleum & Chemical Industry, stress the urgency and importance of the construction of the high-quality development of Petroleum & Chemical Industry and the building of technical talent team, adhere to production-education and school-enterprise cooperation to promote industrial personnel cultivation and train more higher-caliber technical professionals, skilled craftsmen and great country craftsmen.
At the conference, Occupational Skill Testing Authority of Chemical Industry and German Industry and Commerce Greater China Vocational Education Section signed a cooperation agreement to conduct joint certification. Gao Ju delivered a report named "Adopt International Standards to Train High-quality Chemical Professionals" to introduce the internationalization of specialties implemented in Shanghai Petrochemical Academy. SPA has been adhering to fostering high-quality chemical technical talent by adopting international standards, school-enterprise cooperation, introduction of AHK Chemical Occupation Qualification Certificate, Master Certificate and Special Ability Certificate in chemical field to serve regional socioeconomic development. Chen Liwei, deputy director of German Industry and Commerce Greater China Vocational Education Section, introduced the structural organization of German Industry and Commerce, the implementation of AHK dual vocational education in China, the cooperation of dual vocational education and the introduction of German AHK Occupational Qualification Certification into China. Two cooperation partners of Shanghai Petrochemical Academy, namely, Covestro Polymers (China) Co., Ltd. and INOV Group, were invited to share the specific ways and construction effectiveness of school-enterprise cooperation and production-education integration at the conference.
The launch of Sino-German AHK-CIOSTA joint certification contributes to building a long-term, effective and win-win Sino-German cooperative mechanism and promoting the improvement of internationalization regarding chemical technical talent appraisal. Both sides promise to integrate Sino-German premium resources, learn from German vocational training standards, quality training resources and assessment standards, consider China local situation and practical demand, establish a set of high-standard Sino-German chemical industry joint certification system and train higher-caliber technical professionals for chemical industry.
At the conference, related work of promotion of 1+X sewage disposal skill level certificate and 2021 National Petroleum and Chemical Industry Occupational Skill Competition were also deployed.
