According to the arrangement of "Notice on Supervision and Mutual Inspection of Special Rectification of Workplace Safety Training" by the Ministry of Emergency Management, on September 23rd, the 14th Supervision Group of the Ministry of Emergency Management led by Liu Chuang, Member of the Party Committee and Director of the Political Department of the Jiangxi Provincial Emergency Management Office, came to our school to carry out supervision and inspection of special rectification of workplace safety training "going through the motions". The inspection was accompanied by Gui Yucai, Deputy Director of the Shanghai Municipal Emergency Management Bureau, and Sheng Wei, Secretary of the Party Committee and Director of the Jinshan District Emergency Management Bureau.
During the special rectification inspection, the 14th supervision group inspected the training and examination sites, checked work files, examined training and examination files, listened to the special report on the construction of Shanghai Safety Skills Comprehensive Practical Training Demonstration Base and Shanghai Safety Production Qualification Examination Site (Hazardous Chemicals). The supervision team fully affirmed the high-quality workplace safety training and examination work of our school, and gave guidance and suggestions on the details of the workplace safety examination and training. They hoped that the school would further improve the quality of safety training and enhance the service level of vocational education.
Liu Chuang and his entourage visited the school's Cross-enterprise Training Center, Shanghai Safety Skills Comprehensive Practical Training Demonstration Base and Sino-German Chemical Vocational Training Base to learn about the safety training of employees of enterprises, experience some of the school's VR test training equipment, and learn about the construction and operation of Shanghai Safety Skills Comprehensive Practical Training Demonstration Base and Shanghai Safety Production Qualification Examination Site (Hazardous Chemicals). The supervision group highly praised the advanced examination and training facilities and high-quality management of the base and the site.
The supervision group strictly complied with the relevant requirements of the special rectification of workplace safety training, carefully checked the school's training and examination files and the relevant accounts of training, and focused on checking the self-examination and self-correction of safety training and examination institutions. The group fully affirmed the school's examination and training work.
Gao Ju, Secretary of the Party Committee of Shanghai Modern Chemical Industry Vocational College, reported to the supervision group on the special rectification work of "going through the motions" in the safety production training base and examination site. Under the guidance of the emergency management departments at both Shanghai and Jinshan levels, the school has conscientiously implemented the spirit and requirements of the relevant documents for the examination and training, and has done a good job in workplace safety training and examinations. In terms of training base construction, the school has developed a vocational education and training system covering different types of personnel in chemical enterprises, formed a series of training programs, examination and equipment standards that are in line with domestic and international standards, created a dual system of AEVO trainers and examiners, and built a fully functional, technologically advanced and resource-sharing four-in-one landmark training base highlighting training, practice, examination and service. The base is a practical training base with enhanced management and precise services. Since the completion of the base, more than 5,000 people have been trained at all levels to enhance the safety capabilities of all types of hazardous chemical workers. In the construction of the examination site, waiting center, public subject examination area, theory examination area, simulation subject examination area, unit device examination area, examination and monitoring center and other institutions are set up, with advanced equipment and facilities, standardized process system, complete assessment functions and intelligent management and training. These venues highlight the characteristics of the hazardous chemical industry and enhance the safety awareness of trainees in a practical and efficient way. The team of examination assessors and examiners have not only chemical-related professional knowledge and operational skills but also rich experience in examination and training. The examination process is standardized and reasonable, and the supervision and control of the examination is highly efficient. Since the operation of the examination site, a total of more than 4,000 people have completed the examination for special operation certificates, with a certification rate of 87%.
This supervision and inspection is not only an implementation of the task of supervision and mutual inspection of special rectification work of the higher emergency management department, but also a good opportunity for the school to improve the quality of post-vocational training work. The school will strictly implement the feedbacks of the inspection team, adhere to the standards, focus on the rectification of problems to promote improvement, further improve the quality of safety training, effectively improve the safety quality skills of practitioners, provide strong talent support for regional safety production and development, and prevent and reduce the occurrence of various types of workplace safety accidents.
