Shanghai Municipal Development and Reform Commission Visited Our School to Inspect Industry and Education Integration Work

In order to deeply understand the implementation of "Shanghai Pilot Program for Building a City with Integration of Industry and Education", on August 27th, Liu Yao, the first-level director of the Social Department of Shanghai Municipal Development and Reform Commission, led a team to visit our school to conduct a special inspection on the integration of industry and education. Shanghai Municipal Education Commission, Jinshan District Development and Reform Commission, Education Bureau, Human Resources and Social Security Bureau, as well as representatives of government and enterprises such as Carbonbay Industrial Park, Covestro and Santoni participated in the meeting.

At first, the inspection team visited the Intelligent Manufacturing Building and the Cross-enterprise Training Center of the school to learn more about the training conditions and practical teaching achievements in the field of intelligent manufacturing and modern chemical industry. As an important platform for school-enterprise cooperation, these training bases undertake the heavy responsibility of cultivating high-quality and high-skilled talents, and provides students with training opportunities that closely meet the actual needs of enterprises.

At the subsequent symposium, Yan Wei, deputy director of Jinshan District Development and Reform Commission, expressed heartfelt thanks to Shanghai Municipal Development and Reform Commission for its long-term concern and support, and briefly introduced the specific situation of Jinshan District in the integration of industry and education and the implementation of related policies.

Gao Ju, secretary of the Party Committee of our school, systematically reported the practical results of the integration of industry and education. The school has built a program group structure led by Modern Chemical Engineering, supported by New energy, New materials and Intelligent Manufacturing, and supplemented by Safety and Emergency Management. The school has established the National Consortium for Industry-Education Integration of Hazardous Chemicals Safety and Smart Production, and the Shanghai Bay Area Intelligent Manufacturing Industry-Education Integration Consortium, and created an "eight-in-one" school-enterprise cooperation interest community including co-establishing enterprise-named classes, co-construction of training bases and co-education of teaching teams. The school has also developed localized international vocational skill level standards, and realized the joint certification between China and Germany, and the results have been radiated to many provinces and cities across the country. The National Hazardous Chemicals Safety Virtual Simulation Training Base and the National Top Ten Chemical Safety Skills Training Bases have been established to promote the harmonious development of vocational education and regional economic integration.

Business representatives shared the experience of school-enterprise cooperation. Gu Huiqin, employer brand manager of Covestro, shared the successful experience of "mutual benefit and win-win, advancing with the times". Wang Yiming, deputy general manager of Carbonbay, pointed out the difficulties in the process of industrial transformation, such as the talent gap in the fields of chemical inspection, system control and high-end equipment support. Li Changle, vice president of Santoni, stressed that the stable supply of talents and the development of training standards are important achievements of school-enterprise cooperation. Enterprises unanimously pointed out that under the new situation, talent introduction faces many difficulties, and graduates from higher vocational colleges are the main body of talent introduction, but it is difficult to retain talents, especially talents from other provinces face many obstacles in Shanghai’s settlement policy.

In the conclusion, Liu Yao said that this survey, from the perspective of school and enterprises, deeply discussed the experience and problems in the process of integration of industry and education, and provided many valuable opinions and suggestions for policy research. She said that in the future, Shanghai Municipal Development and Reform Commission will further strengthen inter-departmental cooperation, deepen policy support, rationally arrange financial input, improve incentive mechanism, build a multi-level collaborative working mechanism, strengthen the implementation of responsibilities of municipal and district governments, do a good job in organizational guarantee, and comprehensively promote the integration of industry and education.

This survey is not only a comprehensive test of the integration of industry and education in Jinshan District, but also an in-depth summary of the effectiveness of school-enterprise cooperation over the years. Clear instructions and valuable suggestions from the government and enterprises have further pointed out the direction for the next development of the school.
